Itanagar registers 74 traffic offences in a single day

ITANAGAR, June 10: Atleast 74 no. of traffic offences were registered today during traffic regulation and enforcement drive in Itanagar conducted by the office of Chief Estate Officer in collaboration with district transport officer (enforcement) and OC, Traffic Naharlagun along with police personnel.

During the drive, many Sumo counters were sealed as they could not produce legal documents.

The CEO has further warned that the drive will be intensified vigorously in the Capital Complex and that no traffic violators will be spared.

Meanwhile, the CEO has also asked all the night service buses and other commercial vehicles to maintain minimum time for picking and dropping of the passengers and to stop their vehicles outside the carpeted area and within identified stoppages only.

This was informed in a press statement issued by the office of CEO.

 

GSU team visits schools to inquire implementation of RTE Act

ITANAGAR, June 10: A five-member team of Galo Students’ Union (GSU) led by General Secretary Binya Ronya today visited various school in and around Aalo in West Saing district to implementation of provisions of Right To Education (RTE) Act and other issues relating to welfare of students.

The team visited Town Middle School, Upper Primary School, Gummin Nagar and various other schools in and around Aalo Township.

While discussing the matter, headmasters of various schools highlighted the problems in implementing the RTE Act fully due to non grant of any financial aid by the education department. Even stationary items and teaching materials etc are not being provided which is compelling the schools to raise fund from the students, the authorities of those school revealed before the GSU team.

Later in the day, the team met the West Siang DDSE and submitted a copy of the complaint letter which was earlier submitted to the DC. GSU strongly urged the DDSE to issue strict guidelines to the schools for implementation of the RTE Act and also regulate the various types of fee collected from the students.

 

Capital wears fresh look after week-long clean & green drive

ITANAGAR, June 10: The Itanagar Municipal Council (IMC) has completed one year of its office recently and to commemorate one year of its achievement, the IMC in collaboration with the Capital Administration had started a week-long clean and green drive in the Capital Complex right from Banderdewa which ended today at Gohpur.

The drive saw the participation of people from all walks of life. Hundreds of people from various organizations including Market Welfare Associations and shopkeepers, government servants, general public enthusiastically came out to the street to participate in the drive.

The Deputy Commissioner Itanagar Capital Complex Mige Kamki has thanked all for participating and making the  drive a grand success. He has further appealed the citizens to maintain the same spirit in keeping the city clean and green. Attributing the success of the drive to each and every person, the DC further added that it is the moral duty of each individual to keep his/ her city clean. MLA urges govt. staff to discharge duty

ITANAGAR, June 10: Nikh Kamin visited Bordumsa and Diyun from June seven to nine after being elected as MLA.

Addressing a huge gathering of public both at Bordumsa and Diyun during his visit, Kamin promised to work for overall development of the area and promotion of brotherhood amongst all ethnic groups. While interacting with the public and the government staff, Kamin urged the officers to deliver their duty with utmost sincerity and dedication. He assured all possible help from his end and invited suggestions from all to achieve good governance.

He thanked people of the area for reposing faith on him and electing although he does not belong to that area.

People belonging to 10 different communities took part in the meetings.

CYO writes to DC

ITANAGAR, June 10: The Capital Youth Organization (CYO) has drawn the attention of district administration towards stray animals in the capital Complex.

In its letter submitted to the Capital DC, saying that despite conducting eviction drives for stray animals from time to time the administration is yet to contain the problem of stray animals, it blamed stray animals for causing life threatening accidents.

It further urged upon the district administration to conduct more such drive to get rid of these stray animals so that related casualties may be contained.

 

PDS meeting held

SEPPA, June 9: DC Sandeep Kumar Singh had a meeting with DFC&SO, PDS nominee and members of FPS Association at his officer chamber on Saturday in order to streamline the PDS in East Kameng   district.

After having an hour long discussion with all the stakeholders, the DC sought month-wise allocation of PDS items category report from Jan to May, month-wise lifting and non-lifting, lapse from FCI Nowgaon  and reasons for non-lifting in details from Jan to May to be submitted by FCI, immediate release of lapses food grains for APL especially of June in order to maintain stock for monsoon and other emergency purposes. He further said that nominee shall make available BPL and AAY rice to all FPS within Seppa town on or before June 10 and accordingly FPS shall distributes rice in full quota to BPL & AAY beneficiaries on June 14.

The DC shall fix appropriate date for distribution of BPL and AAY rice for other sub-division circle of the district. A team of officers comprising of DFC& SO and Abu Taba, CO has been constituted to monitor and verify the stocks. DIPRO

 

Police raid on illegal fuel vendors

ITANAGAR, June 10: Seppa Police seized hundreds of litres of fuel sold by unauthorized vendors from Seppa township.

Inspector T. Jamoh, Officer In-Charge of Seppa Police Station and ASI K. Chama formed teams and raided the stretch of market in the township and seized a total of 120 litres of Petrol and 12 litres Kerosene oil from unauthorized vendors. The seized items were later produced before the local court.

Earlier, on June four, East Kameng Deputy commissioner issued an order banning the black marketing of petroleum products under prevention of black marketing and maintenance of supply of Essential Commodities Act 1980.

ITANAGAR, June 10: Tata Mobiles carrying bamboo have been restricted from 9am to 12noon within Naharlagun area and are allowed to function only during night hours.

This was decided in a meeting by Tata Mobile Welfare Association, Naharlgun which was held in collaboration with Itanagar Municipal Council (IMC) and other organizations on June 3 last.

Complaint against violation of RTE Act

ITANAGAR, June 10: The Karsingsa ASM has complained against the teacher incharge and Chairperson of school management committee, Govt Middle School, Karsingsa for violation of RTE Act.

In his letter submitted to the State Project Director, SSA Rajya Sabha, he claimed that the school is collecting admission fees from the students.

Many Government Schools collect admission fees every year, the Government Middle School Karsingsa is one of them collecting  fees from the students, his letter read adding that it was done despite repeated suggestions from him not to charge fees from the students.

He further asked SPD to direct the violators to refund fees charged from all the students.

FC Doimukh entered into the final defeating Gora Makik SC 3-0 in the first semifinal today.

Transport department conducts revenue drive

CHANGLANG, June 10: In order to deliver public service to the doorstep, the Changlang District Transport Officer, Sumit Barua under the guidance of Deputy Commissioner Chanchal Yadav conducted a whirlwind tour to Jairampur, Miao and Kharsang sub-divisions of Changlang District from June 3-6 last.

During the tour, the DTO facilitated the people of all the sub-divisions with spot registration of the vehicles. The team also issued spot road permits to the needy vehicle owners.

The DTO also conducted revenue collection drive by conducting surprise checking of motor vehicles and collected revenue of Rs 419 766 during the drive. DIPRO

 

Subsidy scheme of veterinary dept implemented in East Kameng

SEPPA, June 10: Altogether 25 selected beneficiaries were distributed piggery and poultry units under the 80 per cent subsidy scheme of the Department of AH & Veterinary at Seppa  recently.The selection of beneficiaries are done under the chairmanship of Zilla Parishad Chairperson Meyuk Cheda.  Each of the 13 beneficiaries received a unit of piggery under Rastriya Krishi Vikash Yojna (RKVY), while 12 beneficiaries were distributed each of a Poultry unit.  Out of 12 units, 10 units were distributed under state plan (SPA) and 2 units were under Gender Budget. World enviroment day celebrated

ITANAGAR, June 10: The staff of the Directorate of Health Services (DHS), Naharlagun organized a cleanliness drive and plantation programme to mark the World Environment Day.

They cleaned up the office premises and planted flowering trees in the office campus.

Leading the cleanliness drive, Dr. T Kampu, DDHS, exhorted all staff to maintain cleanliness of office for a healthy working environment.

All the staff, including the officers participated in cleanliness programme.

We have no hidden agenda in Arunachal: RSS

ITANAGAR, June 10: Rashtriya Swayamsevak Sangh popularly known as RSS has emerged as major power player after Narendra Modi-led BJP came to power at Centre. RSS had played crucial role during the time of campaigning and also helped Modi in forming his cabinet. Not many people know that RSS is quite active in Arunachal Pradesh since 1990 when it first started its activities in the state. They have 52 shakas(branches ) spread across the state and has presence in almost every districts. Their sister organizations like Arunachal Vikash Parishad, Akhil Bharatiya Vidyarthi Parishad (ABVP), Vishva Hindu Parishad (VHP), Vidhya Bharti, Sanskar Bharti and Seva Bharti have presence across the state.

While for years they managed to continue their activity without being noticed, however, of late RSS has been in news with allegation that it is promoting Hinduism in disguise of working for promotion of tribal culture and religion. There is also palpable fear among minority communities that with BJP government at power, RSS and other Hindu rightwing group may try to suppress them.

Talking to this journalist, Pradeep Joshi state organizing secretary (Prant Pracharak) of RSS spoke in details about various issues related to them and clarified the stand of RSS. On being asked, what RSS have to say about allegation that it is promoting Hinduism among tribal community; Joshi termed it as wrong allegation. “RSS never believes in promoting Hinduism. We had never tried to convert tribal people into Hindu. We only helped them to protect indigenous belief and that too after tribal people made an appeal to us to help them. The religious belief and practices of tribal are in existence since many centuries. If there is any similarity between them and Hinduism it is just coincidence. We don’t have any hidden agenda,” stated Joshi. He stated that RSS is not against any minority group but does not approve the minority appeasement policy adopted by some political parties.

RSS has recently spoken about need to have debate over Article 370 which gives special status to Jammu and Kashmir. The people of Kashmir lead by Chief Minister Omar Abdullah had strongly opposed such move. Some section of Arunachalee fear that RSS may also seek similar move for the abolishment of Bengal Eastern Frontier Regulations Act 1873 in Arunachal and encourage settlement of mainland Indians in Arunachal to counter the Chinese claim. However Joshi rejected such notion and stated that RSS will never oppose ILP system. “This act was implemented by the British for the betterment of tribal community. It’s a constitutional provision and we will not oppose it. But what we seek is streamlining of ILP system. The process of obtaining ILP should be made easier so that visitors do not face trouble,” said Pradeep Joshi.

RSS also rubbished allegation that it has soft corner for Chakma-Hajong refugees settled in various parts of Arunachal on religious line. “It is wrong to say that we support Chakma-Hajong just because they follow Buddhism. They are refugees and everyone knows that refugees are governed by international laws. India is member of UN and therefore government of India has to provide them all the basic necessities as per the international law,” Joshi stated.

Regarding citizenship issue, he said matter is at Supreme Court of India and they will take final call in this regard. “Chakma-Hajong refugees have petitioned Supreme Court of India to grant them Indian citizenship. The Supreme Court is monitoring the whole process. Now it is upto apex court to decide and we have nothing to say in this regard,” Joshi continued. RSS also added that refugee and illegal migrant is two different subjects and there should not any confusion in this regard.

They have also decided to pursue with new union government over need to spruce up infrastructure in border areas of Arunachal Pradesh.

 

54 new ITBP posts being planned in Arunachal

NEW DELHI, June 10:  In a major step to fortify defences along the China border, over 50 new border posts are being planned for the Indo-Tibetan Border Police (ITBP) force in the northeastern state of Arunachal Pradesh.

Official sources said a proposal for creating 54 modern posts for the ITBP is under consideration of the Union home ministry after the border guarding force recently submitted a proposal in this regard.

"The home ministry has in principle given its nod for the proposal which is being processed," the sources said.

Arunachal Pradesh shares a total of 1,126 km of its international border with China, second in length after Jammu and Kashmir which has a 1,597 km long frontier with India's eastern neighbour.

As part of modernization and better border management planning of India's security mechanism along this border, prone to a spate of incursions, the posts will be, under the proposal, equipped with all the basic gadgets that the troops require to position themselves at these icy heights.

"The new border posts will be solar powered and have space to not only accommodate the regular ITBP guards but also to house a small squad of reinforcements in case of emergencies. The posts will have satellite phone connectivity," the sources said.

At present, India has 142 border posts along this 3,488 km long frontier with other border states being Himachal Pradesh (200 km), Uttarakhand (345 km) and Sikkim (220 km).

Arunachal Pradesh, at present, has close to 30 ITBP border posts but a need has been felt to bolster the presence of the paramilitary men in order to meet border challenges and future commitments, they said.

The new posts, the sources said, will also help reduce the distance between two ITBP locations thereby enabling the patrols to coordinate better and keep a tight vigil in this sector which has seen instances of incursions from the other side in the past.

With more posts coming up, a fresh contingent of troops will also be posted to man these locations, which are expected to be sanctioned soon by the home ministry.

According importance to the Arunachal part of the Indo-China border, a sector headquarter (SHQ) of the ITBP has been created in the state capital of Itanagar with close to 10,000 men under its command since 2004, the year when the force was tasked with the job of guarding of the border in this area.

A few posts of the force are located at glacial heights of 9,000-18,700 feet in this sector and they have to face heavy snow and blizzard conditions for a number of months in an year.

The ITBP, a 50,000 personnel strong force, was raised in 1962 in the wake of the Chinese aggression. PTI

 

NSCN(K) militant killed, 11 escape after exchange of fire

ITANAGAR, June 10: One NSCN (K) militant was gunned down by security forces and state police during a joint combing and search operation at Kanu village of Wakka circle of Longding district yesterday.

Acting on a tip off about the presence of 12 NSCN(K) militants taking shelter in a hilly portion of Kanu village, a joint team of 1st Assam Riffles and Tirap Police under the leadership of Captain Mayank Sharma and close supervision of Tirap SP Dr. Ajit Kumar Singla launched search and combing operation. However, the militants fired upon the troops resulting in an exchange of fire in which a militant was killed.

The slain NSCN(K) militant was identified as one Gangsa, a Burmese national. Other 11 cadres of the banned outfit suspected to be Burmese national managed to escape and fled towards Burma side, informed AIGP (Estalishment) Tusar Taba while giving details of the operation.

One AK 56 Rifle, three magazines, 45 live rounds of AK 56 Rifle, 50 gm opium, one ammunition pouch, two Scissors, one Rifle pull through, one mobile phone with charger and several incriminatory materials were recovered from him.

A case has been registered at Longding Police Station under section 338/307/34 IPC read with section 25/27 Arms Act against the NSCN-K cadres.

Recently, Security forces and State Police nabbed four hardcore NSCN (U) cadres from Tirap and recovered huge cache of arms and ammunition from their possession.

 

AAPSU all out to snap the tradition of Chairman, vice chairman appointments

ITANAGAR, June 10: All Arunachal Pradesh Students Union (AAPSU) today vociferously opposed the appointments of chairman and vice chairman in various departments of the state Government.  Terming the existing trend of appointments to the coveted posts of chairman and vice chairman as “political appeasement’, AAPSU said such appointments create extra burden to already weak financial position of the state. However, their opposition is against non-elected members. AAPSU advocated for appointment of elected MLAs, who got people’s mandate, to the said posts. Strong protest against such appointments by the apex student body came in the wake of reports that many government employees and students are yet to get their salary and stipends.

 

Addressing the media persons at Press Club here this afternoon, AAPSU president Kamta Lapung said that appointment of chairman and ice chairman become extra burden on the state exchequer since the government is already in a shaky financial position.

Lapung added that many students, employees and contractors are yet to get stipends, salary and bills over the past few months. Demanding early release of Govt employees’ salary and contractors’ pending bills, he said that Tuki led government should come out clear with the white paper on financial status of the state. “People of the entire state have right to know the financial position of the state, Lapung said. Castigating Tuki-led government for alleged failure in all fronts, Lapung retorted that Tuki-led government has achieved nothing except buying MLAs and garnering their support in the government formation.

General Secretary Biru Nasi in his address claimed that non-disbursement of government employees’ payment and contractors’ bills and students stipend have far reaching effect on the students ever since academic session begin. “APPSU is not only concern for students but also for the common people who are suffering, said Biru Nasi. On the appointment of chairman and vice chairman Nasi questioned the state government that if it so eager to appoint why don’t government appoint elected representatives. He further demanded enhancement of stipend and said that each and every student should get stipend.

AAPSU also demanded the chief minister to restart public darshan so that needy people approach the Govt and place their grievances. The union also sought for uninterrupted power supply, adequate drinking water supply in the capital complex in particular and the state as whole. It also urged the government to improve the road condition in the state, by starting maintenance and repairing works of dilapidated roads. The union had already submitted its eight points demand memorandum to the chief minister.

AAPSU further pledged that union would stir its movement in pursuit of justice to late Tashi Phuntso who found hanging in his room at City Cozy Boys Hostel Guwahati on May 31. The union divulged that suicide note believed to be left by deceased boy has been sent for forensic test to ascertain the authenticity. AAPSU is in constant touch with All Assam Students Union (AASU) and North East Students Organization (NESO) on the case, said GS. A team of AAPSU member will soon leave for Guwahati to follow the case.

 

Rijiju calls on Sharma

‘Avoid alcohol during duty hours’

ZIRO, June 10: “Law and order situation of a place will decide its overall development. A peaceful, law abiding area will be a hub for all business, tourism and other developmental activities,” said Home Minister Tangya Byaling while interacting with the HoDs, PRI members in his maiden visit to Ziro today.  He exhorted both the police department and the public to work together in order to ensure peace and maintain peaceful atmosphere.

Taking a strong view on many policemen found drunk on duty, he gave an ultimatum of three months to quit the habit of drinking during duty hours. After three months a medical board will be set up to ascertain alcohol content in blood during work hours. Strong action will be initiated against the guilty without any biasness, he warned.

He also felt that top secrecy should be maintained by the Police officers while receiving information in connection with law and order.

This would build a good rapport and anti-social activities will be reported by the informers without any fear, he reasoned. He also advocated for no home postings of police officers in order to carry out their duties without any prejudice. “Ziro is a peaceful place, and I request you to maintain the serenity of the place, he concluded.

Also attending the meeting, Lower Subansiri  Deputy Commissioner KM Uppu appraised the HM regarding the law and order situation of the district and also advocated for modernization of the police dept. He informed the minister that the Police dept as of now are running short of arms and equipments. Since the local police are not well equipped for every critical situation central forces are requisitioned, he added.

SE, Electrical Bar Takum dealt in detail regarding the electricity revenue generation in the district. Compared to the energy loss of 70 per cent in 2012-2013, it was reduced to 58 per cent in 2013-2014 by rigorous checking of illegal consumption of electricity, metering through R-APDRP scheme and revision of load sanctioned for all the bulk consumers. This led also to an increased revenue collection of Rs 359 lakhs in 2013-2014 from Rs 225 in 2012-2013. Byaling, who is also Power (electrical) Minister congratulated the SE , EE Tapi Tai and his team for the good work and also advised for a proper energy auditing to reduce electricity loss upto 30 per cent.

ITANAGAR, June 10: Newly appointed Parliamentary Secretary Tourism Mama Natung said that vision of the department should be our mission and we should march towards it to achieve, however extra efforts is need to be put on it to realize the dreams. He also called upon the staffs to discharge their duties sincerely and dedicatedly. Natung said that he would discuss with Minister Tourism and Chief Minister on the proposed schemes and projects.

Director Tourism Taru Talo made an overview of department’s achievements through power points presentation. He exuded hope that new parliamentary secretary would guide and help them to run the department.

Welcoming Natung to the department deputy director Tage Buda stated that staffs in the department would need helping hand and guidance from new parliamentary secretary. He also hopes Natung would also look into the welfare of employees in the department.

 

MLA calls for master plan to protect Tezu from flood fury

TEZU, June 10: MLA Mahesh Chai today advocated for a master plan to protect Tezu from flood fury. Expressing unhappiness over the poor flood protection work of the township, Chai said that Tezu, which  is situated in highly flood affected zone, may be washed out anytime if a master plan  is not chalked out immediately to safe the township from flood.  The MLA made this observation after comprehensive survey and assessment of Tezu Nallah, Dhuranallah and Sukha Nallah along with DC Dr. Brij Mohan Mishra and officials of WRD.

The MLA said, unless Tezu is well protected, other developments will become useless. “Every one of us need to put our best to find out feasible sources to clear the projects and expedite persuasion at higher level for early clearance to protect both lives and properties from looming flood threat”, he exhorted the officials.

Tafragam, Changliang and Dhuraliang villages are facing threat from Dhuranallah and Sukha Nallah. It also poses immediate threat to other villages including Loiliang, Pomeliang, Mekeliang, Mepo and Danglat. Sukha Nallah also poses threat to NH – 52.

In addition to this, Tezu Nallah which is situated at an altitude of 245 meters from the Mean Sea Level (MSL) is a threat to Tezu township.

At Dhuranallah river site WRD Executive Engineer M K Dobariyal and Assistant Engineer S K Shrivastava categorically highlighted the alarming situation of Changliang villages. The EE disclosed that a detail project report (DPR) has been submitted to the State Government. He further informed that the project has been approved under TFC awaiting sanction.  

Later at Tezu Nallah the EE briefed about temporary plugging of river by Gunny bags due to shortage of required fund. Tezu Nallah is a direct threat to ALC areas, Lohit House and part of the township during monsoon flood.

Lastly at Sukha Nallah, the EE suggested complete plugging of Sukha Nallah at upstream to foil further devastation. He informed that a complete DPR for the same has been submitted at state level for approval and sanction.

The department also underlined massive reported erosion during flood by various Nallah on 4 May to 12 May last.   

The MLA vowed to undertake flood protection work on priority basis and pursue at state and central level to get adequate funds to ensure strong anti-erosion work to avoid future threat of the township from flash flood. Meanwhile, DC also assured to extend all possible support to do needful in this endeavor.

Monsoon flood threat is a serious cause of concern for the citizens of Tezu and Sunpura. Come monsoon various adjoining rivers including Tezu Nallah, Dhuranallah, Sukha and Denning Nallah flowing in high spate pose immediate threat to both lives and properties, according to an official release.

 

Pema to take up pending UD projects with Centre

ITANAGAR, June 10: UD, Town Planning and Tourism Minister Pema Khandu along with Parliamentary Secretary (UD, Land Management etc.) Techi Kaso visited the Directorate of UD & Housing here today to gather first-hand knowledge about the activities of the department.

Interacting with the officers of the department, Pema appealed them extend co-operation and assured that he will take up all the pending projects of the department with the central government soon. He asked the officers to liaise with their counterpart in the Ministry to take maximum benefit.

Responding to a PowerPpoint presentation on issues of housing and town planning activities and municipal affairs by Director (Housing) Techi Gubin and House Planner Likha Suraj, Kaso opined that co-operation among all the officers is a must for effective implementation of policies and programmes. He requested all concerned to extend co-operation so that the twin capital city of Itanagar and Naharlagun can be developed into a model city.

Chief Engineer cum Director, UD & Housing Taba Tedir explained in details the activities of the department through PowerPoint presentation and sought guidance of the minister and the parliamentary secretary to overcome the bottlenecks.

Secretary (UD) Kapa Kholie apprised both Pema and Kaso about the problems faced by the department.

The interactive meeting was also attended by all other officers and officials of the department.

 

MLA reviews on-going projects in the district

BOMDILA, June 10: In his first official interaction and meeting with District Administration and the HODs MLA Japu Deru today reviewed all the on-going projects of the district.

On the occasion, Deru said that transparency and accountability coupled with team work and creativity would be the parameters by which he would be judging the performance and output of any officer or that of the department concerned.

Being very specific on the development of the area, he observed that the centrally sponsored schemes are the means and sources which facilitate major development in any area and hence every effort should be made to follow the laid down norms and achieve the physical and financial target; if development is to be achieved in real sense. He further observed that certain works were and are, not being carried out according to the specifications prescribed, which in no way should be practiced further, he concluded.

Deputy Commissioner AK Singh in his remark impressed on the need for generating and enhancing the revenue generation by the departments in the district in addition to the achievement of the physical & financial targets by the executing agencies.

He also underscored on the importance of strengthening the monitoring mechanism which would ensure equitable and sustained growth in the district.

Representatives of various departments like, Education, Health, DRDA, ICDS, HPD, Agri, Horti, Vety, Urban Development, T&H, PHED, Food & Civil Supplies, Industries, RWD, PWD, WRD, Power (Elect) also presented their status through power point presentation.

Earlier, DC AK Singh made an elaborate power point presentation on the District Disaster Management Plan 2013-14 for review and necessary updation which was attended by MLA Japu Deru, all the administrative officers, HODs and representatives from the Army, SSB and ITBP.

The District Disaster Management Plan 2014-15 was unanimously adopted after slight additions and deletions in the previous year’s plan. All the necessary and mandatory mechanisms are to be put in force before the onset of the monsoon in the district in order to counter, minimize or mitigate the losses, if any. DIPRO

 

Arrival of monsoon brings smile to farmers

PASIGHAT, June 10: South-West Monsoon hit the Himalayan region on June eight evening bringing much needed relief to the farming community, according to Indian Meteorological Department. As predicted, heavy to moderate rains have been reported in Siang Valley and other parts of the state.

The report anticipates that the monsoon rainfall would be less than average this year.

However, the arrival of monsoon rain, after a long-dry spell, has definitely given a great sigh of relief to the farmers of the region. The people of the state, particularly Siang valley known as rice bowl of Arunachal Pradesh and plains areas of eastern districts mostly rely on the monsoon to grow Sali crops.

The IMD records over the past years clearly show that rainfall deficiency is alarming in North East, including Arunachal Pradesh. The NE states including Arunachal witnessed four deficit rainfall years during the paste five years. The decline in rainfall had an adverse effect on agriculture and horticulture in the region, where there is no proper irrigation facility.

Last year, the Meteorological Sub-division of Arunachal Pradesh recorded 36 per cent deficit rainfall, with an actual rainfall amount of 643.3 mm, against the normal of 1013 mm for the period between June 1 and August 6, while Assam-Meghalaya recorded 40 per cent deficit rainfall, with an actual of 678.6 mm, against the normal of 1135.6 mm for the above period. As such, the Nagaland-Manipur-Mizoram-Tripura Meteorological Sub-division also recorded a deficit rainfall of 55 per cent, with an actual of 468 mm, against the normal of 1046.6 mm.

 

CCLAPF  holds discussion on vital issues

ITANAGAR, June 10: The Advisory Board and the Panel of Advocates of Capital Complex Land Affected Peoples’ Forum (CCLAPF) yesterday held a joint meeting to discuss the land occupation and allotment imbroglio in the capital complex and and related issues.

During the joint sitting, various decisions taken in the meeting held May 7, 2014 under the chairmanship of Chief Secretary, was minutely examined. Various harsh measures have been outlined in the above minutes of meeting to be taken against state government employees, especially the ones going on superannuation, who may be categorized in so called list of encroachers.

The meeting after detailed scrutiny observed that the state government employees have been once again singularly targeted upon, as there is no mention of any similar harsh actions to be taken against people from other background, such as businessmen, politicians, general public, employees of central government and CPSUs, etc. who have been identified in the same category of so called encroachers.

The release claimed that the Chief Minister had assured the joint delegation of CCLAPF and All Arunachal Pradesh Students’ Union (AAPSU) on dated 29/09/2013 to immediately revoke such ‘discriminatory’ executive order(s) of the government, which has already been duly conveyed to all concerned. But, regretfully, the same has not been honoured and implemented by the administration yet, the meeting observed.

The members present in the meeting also voiced that the service matter related cases should not be mixed up with land encroachment case as both the matters are governed by altogether different sets of Acts and Rules.

Further, the meeting observed with much disdain that as per Sl. No. 9 of minutes of meeting under CS, the decision to unilaterally change the period of show-cause notice in contradiction to the ‘The Arunachal Pradesh Public Premises (Eviction of Unauthorised Occupants) Act, 2003’ - an Act which has been duly passed in the state assembly is not only legally untenable, but is also a clear cut sign of highhandedness on the part of the administration.

Further, the Forum felt that as the government has already constituted a high level committee to look into the present land occupation and allotment imbroglio of Capital Complex, the purpose of holding a meeting on the same issue by any other group of government officials who are not related to the said committee is completely incomprehensible.

The government constituted committee during its meeting dated 13/02/2014 had in fact passed a resolution to immediately halt the ongoing unauthorized constructions and eviction processes till it submit its final report to the government.

“Hence, the Forum termed the arbitrary and unilateral decisions taken during the meeting dated 07/05/2014 under the chairmanship of CS to be totally against the intend of democratically elected government of the state, which is uncalled for.”

“In fact, the Forum felt that at this juncture it is highly desirable that administration and general public alike honour the resolution passed by the government constituted committee and exercise maximum restraint during the pendency of the case at the government level, so as to facilitate in bringing this protracted issue to a peaceful, logical and lasting outcome,” the release said.

The Forum said in the release that it has already instructed its members to maintain status-quo in respect of fresh encroachments, and that it had expressed its willingness to cooperate and help the administration in identifying fresh encroachments, if any.

The Forum requested the CS to immediately issue necessary directions to the capital administration to immediately maintain status-quo in respect of eviction drive till the above committee submits its final report to the government.

A formal representation highlighting above points was also submitted to CS office today evening.

Bizzare justification

China yesterday justified as "goodwill" gesture its policy of issuance of stapled visas to residents of Arunachal Pradesh, saying such policy does not "undermine" the positions of both India and China which have disputes over big parts of that area. Visiting Chinese Foreign Minister Wang Yi made this statement while talking to media persons at New Delhi. The bizarre justification given by Chinese foreign minister surprised everyone.

There has been no official reaction from government of India yet. But going by the statement of Chinese foreign minister it seems they will continue to issue stapled visa to Arunachalee citizens in future too. India refuses to accept such form of visa. In such situation, it is the people of Arunachal who suffer a lot.  Especially the sportsperson and academician are the worst affected.  The two countries need to resolve this issue at the earliest for the sake of people of Arunachal. While justifying issuing of stapled visa, Chinese foreign minister gave some ray of hope by stating that there can be further discussion on the stapled visa issue during consultation between the consular officials and pitched for a simpler visa regime to enable more people-to-people contact.

China’s ‘goodwill’ gesture is reflection of

Dear Editor,

It is surprising that the foreign minister of China Mr Wang Yi made a statement of doing a favor by issuing stapled visa to the people of Arunachal Pradesh on the Indian soil at the capital of the country in a press conference. The news item was reported in all the news dailies in the country.

It undermines the stated stand of India that Arunachal Pradesh is an integral part of India and the BJP has always stood by it. The issue of affecting the outbound and overseas travel of the people of Arunachal Pradesh is not at stake as the whole world knows that Arunachal Pradesh is an integral part of India. The claim of China is baseless and it is an act of trying to encroach on our territory. China should first settle the issue of Tibet and then talk of Arunachal Pradesh. Tibet has been fighting for its independence since long and China has forcefully occupied Tibet. China cannot be believed even seeing what it has done to a small country like Tibet in which case they said that Tibet should give up the demand for independence and ask for autonomy. When Tibet asked for autonomy, now china says no autonomy also, independence is a remote chance for Tibet. This is China’s policy.

The Chinese position for the people of Arunachal Pradesh was that they were citizens of China and they don’t need visa to go to there. When India refused to allow anyone from Arunachal to travel to China without proper visa, the Chinese have been forced to back track and have now started issuing stapled visa. While India will continue to reject the stapled visa, China will be forced to issue visa one day. The people of Arunachal Pradesh and India should stand firm in the interest of country’s integrity and not be misled and fooled by China so called goodwill gesture.

The act of accepting this goodwill gesture will be perceived by the Chinese and the whole world that India accepts Arunachal Pradesh to be disputed area. This is not India’s position and India’s position is clear that Arunachal is an integral part of India as we the people of Arunachal understands. India has to assert its sovereignty. The Shimla Accord of 1914 between Great Britain, China and Tibet is passed down by the British India to Independent India on which the McMahan line is based. Our soldiers fought bravely and sacrificed their lives in 1962 war to guard our frontier borders.

The border issue with China has taken long and has always been a bone of contention between the two countries. Several rounds of talks between the representatives of the two countries have been completed but without much headway. We are now hopeful that the new govt. under Prime Minister Sh. Narendra Modi will take a firm stand to resolve the border issue once and for all. India should not give up to China in the name of building our trade and bilateral relationship. China should be told strongly that it should respect India’s territorial integrity if it wants good relations with India.

Lack of good higher secondary school is matter of concern

Dear Editor,

With the implementation of CCE students now easily pass out respective classes up to Class-X. Therefore number of student seeking admission in class-IX & Class-XI are increasing many folds. The infrastructure established by state govt. during 80s and 90s in Govt. Hr. Sec. schools are unable to cater to the need of ever increasing students. It is also fact that state govt. is not able to establish new Higher Secondary Schools due to financial crunch, corruption and lack of land. This is headache for parents as well as for responsible state govt.

Therefore I would like to suggest minister education, Secretary Education and Director Secondary Education Govt. of Arunachal to introduce double shift system in all Govt. Hr. Sec. Schools of District Headquarter and Capital Complex. The shift may be from 7.00 am to 11.30 am (1st shift for Girls) and from 12.00 noon to 4.30 pm (2nd shift for Boys). Many teachers are attached to many defunct schools of interior areas. Also many highly qualified teachers are posted to various Middle & Primary schools of Capital complex due to different reason and some teachers are attached to Resident Commissioner, New Delhi and also at various Dy. Resident commissioner office of state Govt. These teachers should be deputed to those schools where shortage arises. I also appeal to all pressure groups, NGOs and likeminded people of state to seek for implementation of my suggestion if it seems genuine.

Selling of expired items rampant in Arunachal

Dear Editor,

Through your esteemed daily I would like to bring a shocking incident to highlight that happened on 31st May last. On that day due to scorching heat, out of thirsty, I bought one cold drink bottle, from a shop opposite Niba Hospital, Papu-Nallah, Naharlagun. After I took a sip of the cold drink, it tasted awful so I bothered to check the manufacturing date of the cold drink. To my utter surprise, I found that, the drink was one year old from its date of expiry. As worried, later, in the evening I found myself food poisoned.

Now, I wonder how many illiterate innocent people, who cannot read anything, might have been cheated by such dishonest shopkeepers and met the same fate as I did. Apart from wasting money for cold drinks, one also has to waste for medical treatment.

I guess, Arunachal Pradesh is the only place where food products and beverages are consumed without caring for its date of manufacture and expiry. Therefore, I would like to request all the shopkeepers and retailers not to sell expired products of any kind and always ensure before selling of commodities that they are not expired. And I also request the concerned Department of Health Services (Food Safety Unit) inspectors to regularly inspect such malpractices of shopkeepers, retailers and agencies.
