Itanagar registers 74 traffic offences in a single day
ITANAGAR, June 10: Atleast 74 no. of traffic offences were registered today during traffic regulation and enforcement drive in Itanagar conducted by the office of Chief Estate Officer in collaboration with district transport officer (enforcement) and OC, Traffic Naharlagun along with police personnel.
During the drive, many Sumo counters were sealed as they could not produce legal documents.
The CEO has further warned that the drive will be intensified vigorously in the Capital Complex and that no traffic violators will be spared.
Meanwhile, the CEO has also asked all the night service buses and other commercial vehicles to maintain minimum time for picking and dropping of the passengers and to stop their vehicles outside the carpeted area and within identified stoppages only.
This was informed in a press statement issued by the office of CEO.
GSU team visits schools to inquire implementation of RTE Act

While discussing the matter, headmasters of various schools highlighted the problems in implementing the RTE Act fully due to non grant of any financial aid by the education department. Even stationary items and teaching materials etc are not being provided which is compelling the schools to raise fund from the students, the authorities of those school revealed before the GSU team.
Later in the day, the team met the West Siang DDSE and submitted a copy of the complaint letter which was earlier submitted to the DC. GSU strongly urged the DDSE to issue strict guidelines to the schools for implementation of the RTE Act and also regulate the various types of fee collected from the students.

Complaint against violation of RTE Act
ITANAGAR, June 10: The Karsingsa ASM has complained against the teacher incharge and Chairperson of school management committee, Govt Middle School, Karsingsa for violation of RTE Act.
In his letter submitted to the State Project Director, SSA Rajya Sabha, he claimed that the school is collecting admission fees from the students.
Many Government Schools collect admission fees every year, the Government Middle School Karsingsa is one of them collecting fees from the students, his letter read adding that it was done despite repeated suggestions from him not to charge fees from the students.
He further asked SPD to direct the violators to refund fees charged from all the students.

There is also palpable fear among minority communities that with BJP government at power, RSS and other Hindu rightwing group may try to suppress them.
Talking to this journalist, Pradeep Joshi state organizing secretary (Prant Pracharak) of RSS spoke in details about various issues related to them and clarified the stand of RSS. On being asked, what RSS have to say about allegation that it is promoting Hinduism among tribal community; Joshi termed it as wrong allegation. “RSS never believes in promoting Hinduism. We had never tried to convert tribal people into Hindu. We only helped them to protect indigenous belief and that too after tribal people made an appeal to us to help them. The religious belief and practices of tribal are in existence since many centuries. If there is any similarity between them and Hinduism it is just coincidence. We don’t have any hidden agenda,” stated Joshi. He stated that RSS is not against any minority group but does not approve the minority appeasement policy adopted by some political parties.
RSS has recently spoken about need to have debate over Article 370 which gives special status to Jammu and Kashmir. The people of Kashmir lead by Chief Minister Omar Abdullah had strongly opposed such move. Some section of Arunachalee fear that RSS may also seek similar move for the abolishment of Bengal Eastern Frontier Regulations Act 1873 in Arunachal and encourage settlement of mainland Indians in Arunachal to counter the Chinese claim. However Joshi rejected such notion and stated that RSS will never oppose ILP system. “This act was implemented by the British for the betterment of tribal community. It’s a constitutional provision and we will not oppose it. But what we seek is streamlining of ILP system. The process of obtaining ILP should be made easier so that visitors do not face trouble,” said Pradeep Joshi.

54 new ITBP posts being planned in Arunachal
NEW DELHI, June 10: In a major step to fortify defences along the China border,
over 50 new border posts are being planned for the Indo-
Official sources said a proposal for creating 54 modern posts for the ITBP is under consideration of the Union home ministry after the border guarding force recently submitted a proposal in this regard.
"The home ministry has in principle given its nod for the proposal which is being processed," the sources said.
Arunachal Pradesh shares a total of 1,126 km of its international border with China, second in length after Jammu and Kashmir which has a 1,597 km long frontier with India's eastern neighbour.
As part of modernization and better border management planning of India's security mechanism along this border, prone to a spate of incursions, the posts will be, under the proposal, equipped with all the basic gadgets that the troops require to position themselves at these icy heights.
"The new border posts will be solar powered and have space to not only accommodate the regular ITBP guards but also to house a small squad of reinforcements in case of emergencies. The posts will have satellite phone connectivity," the sources said.
At present, India has 142 border posts along this 3,488 km long frontier with other border states being Himachal Pradesh (200 km), Uttarakhand (345 km) and Sikkim (220 km).
Arunachal Pradesh, at present, has close to 30 ITBP border posts but a need has been felt to bolster the presence of the paramilitary men in order to meet border challenges and future commitments, they said.
The new posts, the sources said, will also help reduce the distance between two ITBP locations thereby enabling the patrols to coordinate better and keep a tight vigil in this sector which has seen instances of incursions from the other side in the past.
With more posts coming up, a fresh contingent of troops will also be posted to man these locations, which are expected to be sanctioned soon by the home ministry.

NSCN(K) militant killed, 11 escape after exchange of fire
ITANAGAR, June 10: One NSCN (K) militant was gunned down by security forces and state police during a joint combing and search operation at Kanu village of Wakka circle of Longding district yesterday.
Acting on a tip off about the presence of 12 NSCN(K) militants taking shelter in a hilly portion of Kanu village, a joint team of 1st Assam Riffles and Tirap Police under the leadership of Captain Mayank Sharma and close supervision of Tirap SP Dr. Ajit Kumar Singla launched search and combing operation. However, the militants fired upon the troops resulting in an exchange of fire in which a militant was killed.
The slain NSCN(K) militant was identified as one Gangsa, a Burmese national. Other 11 cadres of the banned outfit suspected to be Burmese national managed to escape and fled towards Burma side, informed AIGP (Estalishment) Tusar Taba while giving details of the operation.

MLA calls for master plan to protect Tezu from flood fury
TEZU, June 10: MLA Mahesh Chai today advocated for a master plan to protect Tezu from flood fury. Expressing unhappiness over the poor flood protection work of the township, Chai said that Tezu, which is situated in highly flood affected zone, may be washed out anytime if a master plan is not chalked out immediately to safe the township from flood. The MLA made this observation after comprehensive survey and assessment of Tezu Nallah, Dhuranallah and Sukha Nallah along with DC Dr. Brij Mohan Mishra and officials of WRD.
The MLA said, unless Tezu is well protected, other developments will become useless. “Every one of us need to put our best to find out feasible sources to clear the projects and expedite persuasion at higher level for early clearance to protect both lives and properties from looming flood threat”, he exhorted the officials.
Tafragam, Changliang and Dhuraliang villages are facing threat from Dhuranallah and Sukha Nallah. It also poses immediate threat to other villages including Loiliang, Pomeliang, Mekeliang, Mepo and Danglat. Sukha Nallah also poses threat to NH – 52.
In addition to this, Tezu Nallah which is situated at an altitude of 245 meters from the Mean Sea Level (MSL) is a threat to Tezu township.
At Dhuranallah river site WRD Executive Engineer M K Dobariyal and Assistant Engineer S K Shrivastava categorically highlighted the alarming situation of Changliang villages. The EE disclosed that a detail project report (DPR) has been submitted to the State Government. He further informed that the project has been approved under TFC awaiting sanction.
Later at Tezu Nallah the EE briefed about temporary plugging of river by Gunny bags due to shortage of required fund. Tezu Nallah is a direct threat to ALC areas, Lohit House and part of the township during monsoon flood.
Lastly at Sukha Nallah, the EE suggested complete plugging of Sukha Nallah at upstream to foil further devastation. He informed that a complete DPR for the same has been submitted at state level for approval and sanction.
The department also underlined massive reported erosion during flood by various Nallah on 4 May to 12 May last.

CCLAPF holds discussion on vital issues
ITANAGAR, June 10: The Advisory Board and the Panel of Advocates of Capital Complex Land Affected Peoples’ Forum (CCLAPF) yesterday held a joint meeting to discuss the land occupation and allotment imbroglio in the capital complex and and related issues.
During the joint sitting, various decisions taken in the meeting held May 7, 2014 under the chairmanship of Chief Secretary, was minutely examined. Various harsh measures have been outlined in the above minutes of meeting to be taken against state government employees, especially the ones going on superannuation, who may be categorized in so called list of encroachers.
The meeting after detailed scrutiny observed that the state government employees have been once again singularly targeted upon, as there is no mention of any similar harsh actions to be taken against people from other background, such as businessmen, politicians, general public, employees of central government and CPSUs, etc. who have been identified in the same category of so called encroachers.
The release claimed that the Chief Minister had assured the joint delegation of CCLAPF and All Arunachal Pradesh Students’ Union (AAPSU) on dated 29/09/2013 to immediately revoke such ‘discriminatory’ executive order(s) of the government, which has already been duly conveyed to all concerned. But, regretfully, the same has not been honoured and implemented by the administration yet, the meeting observed.
The members present in the meeting also voiced that the service matter related cases should not be mixed up with land encroachment case as both the matters are governed by altogether different sets of Acts and Rules.

Further, the Forum felt that as the government has already constituted a high level committee to look into the present land occupation and allotment imbroglio of Capital Complex, the purpose of holding a meeting on the same issue by any other group of government officials who are not related to the said committee is completely incomprehensible.
The government constituted committee during its meeting dated 13/02/2014 had in fact passed a resolution to immediately halt the ongoing unauthorized constructions and eviction processes till it submit its final report to the government.
“Hence, the Forum termed the arbitrary and unilateral decisions taken during the meeting dated 07/05/2014 under the chairmanship of CS to be totally against the intend of democratically elected government of the state, which is uncalled for.”
“In fact, the Forum felt that at this juncture it is highly desirable that administration and general public alike honour the resolution passed by the government constituted committee and exercise maximum restraint during the pendency of the case at the government level, so as to facilitate in bringing this protracted issue to a peaceful, logical and lasting outcome,” the release said.

Bizzare justification
China yesterday justified as "goodwill" gesture its policy of issuance of stapled visas to residents of Arunachal Pradesh, saying such policy does not "undermine" the positions of both India and China which have disputes over big parts of that area. Visiting Chinese Foreign Minister Wang Yi made this statement while talking to media persons at New Delhi. The bizarre justification given by Chinese foreign minister surprised everyone.
There has been no official reaction from government of India yet. But going by the
statement of Chinese foreign minister it seems they will continue to issue stapled
visa to Arunachalee citizens in future too. India refuses to accept such form of
visa. In such situation, it is the people of Arunachal who suffer a lot. Especially
the sportsperson and academician are the worst affected. The two countries need
to resolve this issue at the earliest for the sake of people of Arunachal. While
justifying issuing of stapled visa, Chinese foreign minister gave some ray of hope
by stating that there can be further discussion on the stapled visa issue during
consultation between the consular officials and pitched for a simpler visa regime
to enable more people-

China’s ‘goodwill’ gesture is reflection of

It is surprising that the foreign minister of China Mr Wang Yi made a statement of doing a favor by issuing stapled visa to the people of Arunachal Pradesh on the Indian soil at the capital of the country in a press conference. The news item was reported in all the news dailies in the country.
It undermines the stated stand of India that Arunachal Pradesh is an integral part of India and the BJP has always stood by it. The issue of affecting the outbound and overseas travel of the people of Arunachal Pradesh is not at stake as the whole world knows that Arunachal Pradesh is an integral part of India. The claim of China is baseless and it is an act of trying to encroach on our territory. China should first settle the issue of Tibet and then talk of Arunachal Pradesh. Tibet has been fighting for its independence since long and China has forcefully occupied Tibet. China cannot be believed even seeing what it has done to a small country like Tibet in which case they said that Tibet should give up the demand for independence and ask for autonomy. When Tibet asked for autonomy, now china says no autonomy also, independence is a remote chance for Tibet. This is China’s policy.
The Chinese position for the people of Arunachal Pradesh was that they were citizens of China and they don’t need visa to go to there. When India refused to allow anyone from Arunachal to travel to China without proper visa, the Chinese have been forced to back track and have now started issuing stapled visa. While India will continue to reject the stapled visa, China will be forced to issue visa one day. The people of Arunachal Pradesh and India should stand firm in the interest of country’s integrity and not be misled and fooled by China so called goodwill gesture.
The act of accepting this goodwill gesture will be perceived by the Chinese and the whole world that India accepts Arunachal Pradesh to be disputed area. This is not India’s position and India’s position is clear that Arunachal is an integral part of India as we the people of Arunachal understands. India has to assert its sovereignty. The Shimla Accord of 1914 between Great Britain, China and Tibet is passed down by the British India to Independent India on which the McMahan line is based. Our soldiers fought bravely and sacrificed their lives in 1962 war to guard our frontier borders.
The border issue with China has taken long and has always been a bone of contention between the two countries. Several rounds of talks between the representatives of the two countries have been completed but without much headway. We are now hopeful that the new govt. under Prime Minister Sh. Narendra Modi will take a firm stand to resolve the border issue once and for all. India should not give up to China in the name of building our trade and bilateral relationship. China should be told strongly that it should respect India’s territorial integrity if it wants good relations with India.

Lack of good higher secondary school is matter of concern

With the implementation of CCE students now easily pass out respective classes up

Therefore I would like to suggest minister education, Secretary Education and Director Secondary Education Govt. of Arunachal to introduce double shift system in all Govt. Hr. Sec. Schools of District Headquarter and Capital Complex. The shift may be from 7.00 am to 11.30 am (1st shift for Girls) and from 12.00 noon to 4.30 pm (2nd shift for Boys). Many teachers are attached to many defunct schools of interior areas. Also many highly qualified teachers are posted to various Middle & Primary schools of Capital complex due to different reason and some teachers are attached to Resident Commissioner, New Delhi and also at various Dy. Resident commissioner office of state Govt. These teachers should be deputed to those schools where shortage arises. I also appeal to all pressure groups, NGOs and likeminded people of state to seek for implementation of my suggestion if it seems genuine.

Selling of expired items rampant in Arunachal
Dear Editor,
Through your esteemed daily I would like to bring a shocking incident to highlight
that happened on 31st May last. On that day due to scorching heat, out of thirsty,
I bought one cold drink bottle, from a shop opposite Niba Hospital, Papu-
Now, I wonder how many illiterate innocent people, who cannot read anything, might have been cheated by such dishonest shopkeepers and met the same fate as I did. Apart from wasting money for cold drinks, one also has to waste for medical treatment.
I guess, Arunachal Pradesh is the only place where food products and beverages are consumed without caring for its date of manufacture and expiry. Therefore, I would like to request all the shopkeepers and retailers not to sell expired products of any kind and always ensure before selling of commodities that they are not expired. And I also request the concerned Department of Health Services (Food Safety Unit) inspectors to regularly inspect such malpractices of shopkeepers, retailers and agencies.
